El Consejo Superior del Servicio Civil tendrá en cuenta para el desarrollo de sus funciones, la prescripción constitucional de que en ningún caso la filiación política de los ciudadanos pueda determinar su nombramiento para un empleo o cargo público de la carrera administrativa o su destitución o promoción.
