Art. 5.° Los empresarios de vías férreas serán responsables de los daños y perjuicios que se causen á las personas ó á las propiedades por razón del servicio de las mismas vías y que sean imputables á descuido, negligencia o violación de los reglamentos de policía respectivos, que expedirá el Gobierno tan luego como sea promulgada la presente ley.
