Art. 149. Para las contratas por tiempo determinado, se publicarán avisos con anticipación por lo menos de un mes en diferentes lugares públicos, tanto de la provincia en que se halle la factoría o almacén de depósito que debe remitir el tabaco, como de la en que esté la oficina a que se dirija; indicando en tales avisos las condiciones indispensables que han de servir de base a la contrata, con todas las circunstancias que puedan ilustrar al licitador, i fijando el dia i la hora hasta la cual se reciban propuestas.
