Las modificaciones que se introduzcan al régimen de aduanas deberán consultar las recomendaciones del Consejo de Cooperación Aduanera de Bruselas, el esquema del Código Aduanero Uniforme acordado para la ALALC, los estudios existentes sobre legislación comparada y los progresos técnicos alcanzados en materia de administración aduanera, con el fin de revisar la legislación vigente y en especial la Ley 79 de 1931 .
