En el centro de la plaza principal de Santa Rosa de Viterbo, cuna del General Rafael Reyes, se erigirá un busto en mármol de este distinguido hombre público, en tamaño proporcionado al lugar, y en el pedestal se pondrá una inscripción que será redactada por quien designe el Consejo Municipal de esa ciudad. Se informara, además un prado o glorieta que rodee el busto, y se asfaltará la plaza principal donde este se erige para darle realce al monumento. La erogación que implique el cumplimiento de esta disposición se tomara de la partida señalada en el artículo 4° de esta Ley.
