º. La Comisión deberá entregar al Gobierno Nacional su propuesta en el término de seis (6) meses, contados a partir de la fecha de publicación del presente Decreto. La Comisión podrá invitar a personas especializadas en los temas objeto de la reforma, las cuales tomarán parte en las deliberaciones con voz pero sin voto.
