Los Departamentos no podrán poner trabas al cultivo y producción de artículos agrícolas, aunque sean objeto de monopolio o sirvan, como materia prima, para la elaboración de productos monopolizados. Su intervención se limitara a lo indispensable para controlar el articulo y evitar el fraude, pero en ningún caso para anular o limitar el desarrollo de la producción.
