Las declaraciones que el importador o su agente de aduana consignen en el formulario del manifiesto deben coincidir con la información oficial de registro o licencia de importación correspondiente, salvo cuando el respectivo registro o licencia se utilice en forma parcial. En este caso, las declaraciones sobre el valor y la cantidad de la mercancía podrán ser diferentes. Los precios unitarios o totales que aparezcan en la factura comercial no podrán ser inferiores a los fijados en el cuerpo del registro o licencia de importación respectivo o en sus modificaciones.
