Responsabilidad. Las personas naturales o jurídicas, públicas o privadas que ejecuten alguno de los proyectos, obras o actividades de que trata el presente Decreto, serán civilmente responsables por los daños que causen al medio ambiente y los recursos naturales renovables en virtud de las acciones u omisiones que se deriven del incumplimiento de las normas ambientales. Lo anterior sin perjuicio de las medidas de policía a que haya lugar de conformidad con lo dispuesto en el Título XII de la Ley 99 de 1993.
