DE LA RESPONSABILIDAD PENAL DE LOS PARTICULARES QUE INTERVIENEN EN LA CONTRATACION ESTATAL. Para efectos penales, el contratista, el interventor, el consultor y el asesor se consideran particulares que cumplen funciones públicas en todo lo concerniente a la celebración, ejecución y liquidación de los contratos que celebren con las entidades estatales y, por lo tanto, estarán sujetos a la responsabilidad que en esa materia señala la ley para los servidores públicos.
