Naturaleza de la labor del Sistema de Monitoreo, Seguimiento, Control y Evaluación. Las labores del Sistema de Monitoreo, Seguimiento, Control y Evaluación (SMSCE) son de naturaleza administrativa, de acuerdo con lo establecido en el parágrafo tercero del artículo 361 de la Constitución Política.

Esta labor es diferente de la del control fiscal, disciplinario y penal que corresponde a los órganos de control y a la Fiscalía General de la Nación y para su ejecución no ejerce funciones de policía judicial o de investigación.
