La realización del proceso de selección será de competencia del nominador quien para su diseño y desarrollo podrá conformar un comité del cual, además de él, formen parte el director del establecimiento oficial educativo de mayor categoría en el municipio y el personero o el alcalde, según sea el nominador. Cuando el nominador no sea ninguno de los dos anteriores, el tercer miembro del comité será el alcalde.
