Art. 4.° En caso de que por cualquiera causa los Jurados electorales ó de votación no se presenten oportunamente á desempeñar sus funciones, podrán ser reemplazados por los que designe el Alcalde de entre los ciudadanos que sean vecinos del Distrito municipal, sepan leer y escribir y presten el juramento en la forma legal.
