Art. 17. Los individuos que hayan obtenido grados académicos en países estranjeros, podrán habilitarlos en la Universidad nacional, exhibiendo sus correspondientes títulos para que sean calificados como todos los que se exijen para optar a grados, i sufriendo los exámenes preparatorios i jeneral de grado que correspondan a la respectiva facultad.
