La Nación podrá administrar directamente la emisión de los títulos de deuda pública que emita, o celebrar con entidades nacionales o extranjeras los contratos de fedeicomiso, garantía o agencia fiscal o de pago a que hubiere lugar, para la adecuada colocación y servicio de los documentos de deuda, contratos que sólo requerirán para su validez la firma del Presidente de la República, oído el concepto favorable del Consejo de Ministros.
