Articulo 4° Todos los empleados públicos están en la obligación de prestar su concurso a las labores censales en la forma que les sea solicitado por la Contraloria, según los reglamentos del Censo Industrial. Ésta obligación no cobija a los funcionario encargados del aforo y recaudos de impuestos y contribuciones, ni a los del servicio territorial militar, a quienes no se les podrá confiar labor alguna relacionada con el levantamiento del Censo Industrial.
