La presente Ley rige a partir de la fecha de su publicación y modifica en lo pertinente la Ley 60 de 1993, la Ley 181 de 1995 y la Ley 99 de 1993; deroga el literal b) y el parágrafo del artículo 27 y el parágrafo 2º del artículo 221 y el aporte del Presupuesto General de la Nación a que hace referencia el inciso 2º del artículo 258 de la Ley 100 de 1993.
