Artículo primero . Autorízase a la Caja de Crédito Agrario, Industrial y Minero para que, como mandataria de la Nación, gestione y lleve a cabo operaciones de compra por avalúo pericial, de la finca "Las Mercedes", en el Municipio de Duitama, con superficie aproximada de 116 fanegadas y de propiedad del señor Luis A. Plata, así como de la finca "La Libertad", de propiedad de los señores Alberto y Alejandro Samper, en la Intendencia del Meta, con superficie aproximada de 1.350 hectáreas, con destino al Ministerio de Agricultura.
