El municipio de Barbacoas, previos los requisitos legales, podrá contratar con cualquiera de los Bancos del País, un emprestito hasta por doscientos cincuenta mil pesos ($250.000.00), dando como garantía la participación que le concede esta ley, para proceder, en el menor plazo posible, a la construcción de la ciudad en referencia.
