En caso de que no se apropie en el Presupuesto Nacional de cada año la cantidad de doscientos cincuenta mil pesos ($ 250.000.00) a que se refiere el artículo 1.°, el Gobierno abrirá los créditos necesarios y hará las traslaciones presupuestales correspondientes para el cumplimiento de la presente Ley.
