º. Impedimentos o recusaciones. Son causales de impedimentos o recusaciones las previstas en el Código de Procedimiento Civil. De los impedimentos y recusaciones debe conocer el superior jerárquico del funcionario que se encuentre impedido o recusado, quien si encuentra fundado y procedente el impedimento o la causal de recusación, decidirá de plano y designará el funcionario que debe reemplazar al impedido o recusado.
