ARTICULO 46 . Mérito para pliego de cargos Cuando en desarrollo del proceso disciplinario se establezca una conducta susceptible de constituir falta administrativa y exista por lo menos una declaración de testigo que ofrezca serios motivos de credibilidad, o un indicio grave, o un documento auténtico que pueda comprometer la responsabilidad administrativa de un funcionario, se dictará pliego de cargos.
