Vigencia y derogatorias . Durante el lapso en el que el Departamento Nacional de Planeación ejerza las funciones de que trata el artículo 135 del presente decreto, y solamente para este fin, continuarán vigentes en lo pertinente las normas que regulaban el régimen de regalías, y las que por disposición expresa del presente decreto continúen vigentes. El presente decreto rige a partir del 1° de enero de 2012 y deroga los artículos 19, 20, 21 excepto el
