ARTICULO 25. Prohíbese tramitar o legalizar actos administrativos u obligaciones que afecten el presupuesto de gastos cuando no reúnan los requisitos legales o se configuren como' hechos cumplidos. Los ordenadores de gastos responderán disciplinaria, fiscal y penalmente por incumplir lo establecido en esta norma.
