La ley reconoce establecimientos, bienes y rentas de la Nación; establecimientos, bienes y rentas de los Departamentos, y establecimientos, bienes y rentas de los Municipios.

Lo relativo a los primeros se arregla por las leyes; lo relativo a los segundos, por las ordenanzas, sobre las bases dadas por las leyes, y lo que mira a los terceros, por los acuerdos, sobre las bases fijadas en las leyes y en las ordenanzas.
