Art. 1.° Cédese al Estado soberano de Panamá la zona de terreno comprendida entre las mas bajas i las mas altas mareas i que se estiende desde la estacion del ferrocarril hasta el punto denominado "El Taller." Esta cesion tiene por objeto la seguridad i utilidad de la ciudad de Panamá, a cuyo fin la Lejislatura del Estado dispondrá lo conveniente.
