La salvedad que consagra el artículo 2° de la ley 3° de 1930 para los contratos especiales vigentes, se hace extensiva a los que tengan celebrados los Departamentos para la construcción de sus ferrocarriles, de acuerdo con el artículo 1° de la Ley 72 de 1924 , siempre que por virtud de dichos contratos, los Departamentos estén obligados a responder de las exenciones de que trata el artículo antes citado.
