Cada círculo electoral, para la elección de Diputados a las Asambleas Departamentales, se formará de Distritos Municipales contiguos, de fácil comunicación con la cabecera del Circuito respectivo y cuyo número de habitantes corresponda aproximadamente a la base de población fijada en la Ley 85 de 1916 .

En los Departamentos que no tengan trescientos mil habitantes, las respectivas Asambleas fijarán el número de ellos que debe servir de base para la elección de cada Diputado, base que será igual para todos los círculos electorales.
