Art. 1º Los Departamentos y Municipios no podrán establecer con ningún nombre gravámenes sobre los artículos de cualquier género que transiten por su territorio, procedentes de otro Departamento ó encaminados á él, y que, por condiciones topográficas especiales necesitan atravesar el territorio de un Departamento distinto.
