Mecanismo de restricción . En los tráficos donde el Ministerio de Transporte, con asesoría de la Dirección General Marítima-Dimar y previo concepto del Ministerio de Comercio Exterior, estime procedente establecer el mecanismo de restricción parcial o total, éste se entenderá impuesto a las empresas de transporte marítimo cuyos países establezcan restricciones y a sus asociadas.
