Art. 14. El Poder Ejecutivo mantendrá constantemente en el Territorio de Casanare, i en el de San Martin cuando lo exijan las circunstancias de incursiones de los indios salvajes u otras, una fuerza organizada de no ménos de cien hombres de infantería o caballería, destinada a dar proteccion a las poblaciones civilizadas contra los ataques de los indios ; a éstos contra los abusos o persecucion de los blancos ; i a dar seguridad a todos.
