Son sujetos del Sistema de Inspección y Vigilancia al que se refiere este decreto, todas las instituciones educativas que prestan el servicio público de educación en los niveles de preescolar, básica y media en las diferentes regiones, las entidades territoriales, los docentes, directivos docentes y los administrativos de las instituciones educativas estatales.
