En el Presupuesto Nacional de rentas y Ley de Apropiaciones para la vigencia fiscal de 1º de enero de 31 de diciembre de 1928, se inclinaran las partidas necesarias para atender al cumplimiento de esta Ley y así no se hiciere, el Gobierno queda facultado para abrir el crédito adicional correspondiente, previo concepto del Consejo de Estado.
