La carrera notaria y los concursos serán administrados por el Consejo Superior de la Administración, integrado para estos efectos por el Ministro quien lo presidirá, los presidentes de la Corte de Justicia, el Consejo de Estado y el Tribunal superior; el Procurador General de la Nación y dos notarios, uno de ellos de primera categoría, con sus respectivos suplentes personales, elegidos para periodos de dos años los notarios del país, en la forma que determine la Superintendencia de Notariado y Registro. Para el primer periodo de la designación se hará por los demás miembros del consejo. En el Consejo tendrá voz el Superintendente de Notariado y Registro.
