El Banco de la República queda autorizado para que, sin afectar el cupo del Gobierno Nacional, adquiera a la par nominal los pagarés de Deuda Pública Interna a que se refiere el artículo 3 de esta Ley, y los posea por todo el tiempo de su vigencia.
