Art 24° El contrato de rescisión que se celebre en virtud de lo dispuesto en el artículo 1°. de esta ley, y el que se ajuste para proveer de sal marina al Departamento del Cauca, con los requisitos indicados, no necesitaran de la aprobación del Congreso; pero el Gobierno, antes de aprobarlos, deberá oír acerca de ellos el dictamen del Consejo de Estado.
