Art. 38. Los sobrestantes, maestros, oficiales &ª que deben servir en las obras públicas serán de libre nombramiento y remoción del Ministro de Fomento, á quien corresponde aprobar ó improbar los salarios que se les señalen. El Director de Obras públicas propondrá los individuos que á su juicio crea más conveniente nombrar para cada puesto.
