La ejecución de i as apropiaciones destinadas a los Fondos Educativos Regionales y las Universidades Departamentales se efectuará de acuerdo con la cuantía prevista en la presente Ley para servicios personales, gastos generales y transferencias. La distribución por objeto del gasto de los rubros anteriores se constituye como anexo de este presupuesto y será posible modificarla, por iniciativa del Ministerio de Educación, sin exceder la cuantía asignada en el artículo y ordinal correspondiente.
