Art. 2°. La expresada subvención se entregará en bonos sin interés, por la suma total que resulte, dentro del límite fijado por el artículo anterior, después de concluida toda la línea férrea y los muelles y estaciones necesarias, y cuando el ferrocarril se abra al servicio público.
