El presente Decreto rige a partir de la fecha de su publicación, modifica el artículo 20 del Decreto-ley 1515 de 1978, deroga el Decreto 76 de 1995 y el artículo 1o. del Decreto 1314 de 1995, las demás normas que le sean contrarias y surte efectos fiscales a partir del 1o. de enero de 1996.
