Art. 1º . La Policía Nacional tiene el deber de vigilar toda clase de reuniones o sociedades que se formen, y de solicitar con tal objeto los estatutos o reglamentos de ellas, con el fin de descubrir si se trata de asuntos que, poniendo en riesgo la seguridad de la Nación, degeneren o puedan degenerar en tumultos que turben la tranquilidad pública, o den lugar á cualesquiera delitos o escándalos.
