En ningún tiempo se podrá juzgar ni castigar a nadie si no de conformidad con una ley promulgada y vigente a tiempo de ejecutarse el hecho que motiva el juicio, que defina tal hecho como punible y que le seña pena.

Las infracciones de la ley penal se dividen en delitos y contravenciones.
