Art. 4.° Los Inspectores de los puertos de Panamá y Colón recibirán las facturas de los cargamentos de mercaderías extranjeras que se destinen al consumo de esas ciudades, y tendrán la facultad de inspeccionar la descarga sospechosa, con las formalidades que prescriba el Gobierno en decreto especial.
