Art. 11. Son Liquidadores y Ordenadores los Ministros de Estado, respecto de los créditos correspondientes á los negociados de su cargo.

Parágrafo

Son igualmente Liquidadores y Ordenadores los demás empleados á quienes por circunstancias especiales tenga á bien el Poder Ejecutivo hacer delegaciones.
