º . El artículo 78 del Decreto 2620 de 2000 quedará así: "Artículo 78 . Redistribución anual de recursos no asignados . Si a primero (1º) de noviembre de cada año existen recursos que no hayan sido asignados, éstos se distribuirán en una asignación por bolsa nacional, en la cual compiten la totalidad de postulaciones que se hayan realizado en el país. "

Parágrafo

Si a veinticuatro (24) de diciembre de 2001 existen recursos de la distribución regional que no hayan sido asignados, éstos se distribuirán en una asignación por bolsa nacional, en la cual compiten la totalidad de postulaciones que se hayan realizado en el país".
