De conformidad con lo dispuesto en el Acto Legislativo número 01 de 2021 y los artículos 328 y 356 de la Constitución Política, la ciudad de Medellín, Capital del departamento de Antioquia, se organiza como Distrito Especial de Ciencia, Tecnología e Innovación y goza de autonomía para la gestión de sus intereses en materia fiscal, financiera, políticoadministrativa y territorial, dentro de los límites de la Constitución y la presente ley.
