El presente decreto rige a partir de la fecha de su publicación, deroga los Decretos 1058 y 3775 de 2011 y surte efectos fiscales a partir del 1° de enero de 2012, con excepción de lo establecido en el inciso final de los artículos 4°, 5°, 10, 11 y 12 de este decreto.
