Art. 4.° Sancionada la presente lei, quedará contracreditado el artículo de los créditos adicionales al Presupuesto, de Gastos de 1878 a 1879, Departamento de Fomento, por el cual artículo se destinaron doscientos mil pesos ($ 200,000) para que el Poder Ejecutivo diera cumplimiento a la lei 59 de 1874, sobre establecimiento de una ferrería.
