Los artículos monopolizados como arbitrio rentístico para la Nación, los Departamentos o los Municipios, solo podrán ser importados por tales entidades cuando ellas administren directamente estas rentas, o por los rematadores a quienes las hubieren cedido. En uno y otro caso pagaran, al entrar al territorio de la Republica, los derechos de aduana establecidos por esta Ley, menos cuando se trate de artículos monopolizados en beneficio de la Nación.
