A rtículo 1º. Definición . Para efectos de este decreto se entiende por Normas de Procedimiento Operacional las que regulan el uso legítimo de la fuerza militar en cada situación operacional. Son el instrumento legal que establece las circunstancias y limitaciones bajo las cuales la Fuerza Pública podrá iniciar o continuar combates o emplear la fuerza, para enfrentar las amenazas externas e internas contra la institucionalidad y el Estado.
